Yes, when writing someone in jail with the proper wording - the jailers cannot legally open that envelope. Only the inmate/prisoner may open it. That’s why they often end up saying “INMATE NOT IN CUSTODY”. The prison would rather go through the hassle of sending the mail back to the sender than letting the inmate get any private information. Only with Certified Mail w/ Return Receipt Requested will the jailers be forced to deliver the mail, but it still may take the authority of a judge to stop them from “returning to sender” even with Certified Mail. Jail is not a nice place and it’s not run by nice/fair people either.
