One who is in dire straits should always seek assistance! We would utilize the following organizations if starting from "zero":
  1. FOOD = Local Food Bank/Pantry (contact local churches in area) from private institutions, SNAP (Supplemental Nutrition Assistance Program) from federal government, Food Stamps from federal government, TEFAP (The Emergency Food Assistance Program) from federal government, 
  2. WATER = TAP (smartphone app) offering public drinking areas, any Walmart (one is allowed to park car in lot to sleep), most fast food locations will allow one to fill up gallon jugs (of water) without question.

  9. INTIMACY = Churches or religious institutions

NOTE: Some organizations will even donate free furniture (bed, chairs, table, dresser) to get someone back on their feet. Simply ask around and make connections where possible!

Be honest when dealing with the federal government. Let them know the situation and the lack of assets. If they ask numbers, give them numbers! Any feelings from the agent one speaks with and they will designate prior W-2 filings as the level of income: “If all attempts to verify gross income are unsuccessful because the person or organization providing the income has failed to cooperate with the household and the Department, and all other sources of verification are unavailable, the Department shall determine the amount to be used for certification purposes based on the best available information.”
